Summary

In the present report, the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, Nils Melzer, explores the root causes of the current worldwide complacency with regard to torture and ill-treatment, based on welldocumented biopsychosocial patterns of self-deception and denial, and recommends the urgent and proactive incorporation of his science-based conclusions into ongoing, policy-based global governance reform processes, including the 2030 Agenda for Sustainable Development.
